Mayor Escalante recommends new HM graduates


The 54 graduates of Hospitality Management Course beam with pride as they gathered at the CDC Conference Hall on their graduation day here in Cadiz City.

Mayor Patrick Escalante, First Lady Marilou and SPM Denia Hinolan, together with trainers Lisa Inocencio, Jessica Escalante, Gino Nosal and Federico Flores, were very hopeful and enthusiastic the new graduates will find employment as all of them passed the one month training course with flying colors.

“Tomorrow, our HM graduates will display their skills in waitering, bartending, skirting and flower arrangement on their culmination day", trainer Inocencio said.

According to her, they were given recommendations by Mayor Escalante because they have adeptly displayed the skills and learned by heart the lessons given.

One HM graduate Chris Mark Quijano, expressed in an interview that he was very excited and grateful for the free course that the city government has opened for people like him. He said he is definite this would pave way for a better life as soon as he finds job.

The one-month course was extended to interested Cadiznon youth for free under Project LOU, the livelihood for the underserved. The program has proven its sustainability after it was introduced some two years ago with the vision of uplifting the lives of the underprivileged, especially high school graduates who did not have the logistics to proceed to a regular course in school./*

Cadiz athletes shine at 2012 Palaro

The Cadiz Team that represented Western Visayas Regional Athletic Association (WVRAA) has emerged victorious during the 2012 Palarong Pambansa in Lingayen, Pangasinan last May 6-12, with President Benigno Simeon Aquino.

Mc Merrel Derrama made Cadiz community proud of him when he carried the ceremonial torch on the Opening Ceremonies on May 7, with more than 13,000 athletes and coaches from the country’s 17 regions

Derrama, the most bemedalled special athlete in 2011 Palaro in Dapitan City, Zamboanga del Norte, grabbed several gold medals again in the 2012 Palaro.

          The Cadiz special team has been declared as the over-all champion.

          The Cadiz Badminton Team romped off the silver medal, while Nove Mae delos Santos won bronze medal in the Taekwondo competition.

The WVRAA ranked the over-all second place. The NCR was the over-all champion./*

Cadiz to cover the Palaro 2012


Mayor Patrick Escalante has recently created a team of government writers to monitor, document and disseminate the latest news about the 2012 Palarong Pambansa on May 6-12, in the province of Pangasinan.

The Mayor has directed Celina Ibañez, Jesiree Monteposo and Erwin Mabugat of the Information Management Unit – City Mayor’s Office to fly to San Carlos City, Dagupan City and the Lingayen town where the country’s biggest sporting event be held.

The government writers will concentrate on the day-to-day performance of Cadiz athletes in the annual 2012 Palaro. They are among the delegation of Western Visayas Regional Athletic Association (WVRAA).

There are almost 12,000 athletes and coaches from the country’s 17 regions to participate in the event.

            The group will produce and distribute press releases every day and post the same online.

Cong Maranon distributes NOCHPS cards


Representative from the second district Alfredo Maranon III and City Mayor Patrick Escalante distributed the provincial health cards to Cadiznon last October 18, 2011.

          Around 1,068 first batches of beneficiaries availed the Negros First Family Health Cards Program or otherwise known as Negros Occidental Comprehensive Health Program (NOCHPS) cards given by the provincial government to the poorest of the poor at Don Bernardo Benedicto Commercial Center.

          Health services is one of the priority programs of the provincial government, as embodied in the Negros First Development Agenda of Governor Alfredo Maranon III and Vice Gov. Genaro Alvarez,Jr.

          NOCHP is a universal health care program for indigent families implemented by Negros Occidental provincial government in collaboration with the province’s congressmen. It has enrolled 74,655 families throughout the province.  

          Congressman Alfredo Maranon III, Provincial Board members Salvador Escalante, Jr., Dr. Miller Serondo and Mayor Patrick Escalante were present during the distribution of health cards at Don Bernardo Benedicto Community Center. Recipients were from Barangays Caduhaan, Cadiz Viejo barangay proper, Daga, Sicaba, Barangays Zone 1,2,4,5 and 6./*

City distributes fuel assistance to tricycle operators


More than 1,686 total registered tricycle operators from January to July 2011 were given tricycle transport fuel subsidy under Pres. Aquino’s Public Transport Assistance Program last July 13, 2011.

          City Mayor Patrick Escalante thanked the tricycle drivers and operators for their cooperation in securing their franchise and business permits on time. He also commended DILG Officer Danilo Geroso for facilitating the financial assistance from region 6, Iloilo City.

          The fuel subsidy is an urgent intervention aimed at cushioning the impact of high fuel prices on the marginalized sectors of the society. Each operator has received P150.00.

SP OK’s P531M budget for 2012


The Sangguniang Panlungsod has recently approved the proposed annual budget of  City Mayor Patrick Escalante the sum of P508,301,056.00 for general fund and 23,033,518.00 for Economic Enterprise Fund in its regular session last December 14, 2011 at SP Session Hall.

            Councilor Antonio Lacson, III, chairperson committee on finance, moved to enact Appropriation Ordinance No. 2011-08 and to authorize the Local Chief Executive or the Presiding Officer to augment any item in the approved annual and supplemental budget in their respective offices from savings in other items within the same expense class with their respective appropriations.

             Mayor Escalante in his report said the reduction on RA share from P546, 468,191 in 2011 to P464, 801,056.00 for 2012 resulting to a difference of P81, 667,135.00 was the corollary effect of the number of municipalities that were converted to chartered cities.

            'The only solution, as far as dependence on IRA is concerned, is to find means to increase our local revenues and this could be done through the unselfish cooperation not only by the city officials but by the people of Cadiz in general', the mayor said.

            Despite the financial constraint that the city is facing, the city government will implement the third tranche salary schedule for Local Government Personnel effective January 1, 2012 based on income class while the City Health Workers will still enjoy the stipulated rate of RA 7305 or otherwise known as Magna Carta for Public Health Workers and the Reorganization of Organizational Structure in accordance with SP Resolution No. 2010-185.

            Of the 508.3 million budget for general fund, 229.3 million is intended for general public services, 112,532,000 will be spent for the Economic Services, 53.7 million for Health services, 34.9 million will go to social services, 6.2 million aid to 22  barangays , 46 million for debt servicing and 25.4 million is appropriated for Local Disaster Risk Reduction and Management Program.

            The city government is paying 36 million as loan amortization to PNB, 6.5 million to Phil. Veterans Bank, 1.5 million to Land Bank of the Philippines as interest payments for IRA Monetization, 1.7million for Security and Intelligence Services./*

SP approves the 2012 Organizational Structure and Plantilla of Gov't Personnel


       The Sangguniang Panlungsod has approved and enacted into ordinance the 2012 Organizational Structure, Staffing Pattern and Plantilla of Personnel in the city government as proposed by City Mayor Patrick Escalante, in its regular session on November 23, 2011.
             
            Mayor Escalante  through a Resolution No. 2010-185l,  was authorized by the SP to re-organize, re-engineer the present organizational structure and staffing pattern of government employees in accordance with RA 6656 and its implementing rules.

            Atty. Michael Angelo Borromeo, Chairman of the Reorganization Committee during the deliberations said 'the reorganization was formulated in response to a certain call that was instituted during the City Development Strategy 2 (CDS2) for 2001-2020 which was the institutionalization of our economic enterprise. It is undeniable that our IRA will be reduced with the conversion of municipalities into cities and for us to respond to that change we need to have a strong economic enterprise.'

            With the creation of environmental office Atty Borromeo explained that as the signs of times would show that the problem of environment is already a major concern and there is also a pressing need for us to address the solid waste management issues we deemed it necessary to create the   Environment and Natural Resources Office.

            Councilor Abiezer Bacomo, chairman of Committee on Rules and Privileges and legal Matters then moved for the approval of Ordinance No.03-2011 an ordinance enacting the 2012 Organizational Structure, Staffing Pattern and Plantilla of Personnel in the city government  complement of 688 employees under 17 departments and creating two  economic and income generating departments namely the City Economic Enterprise and Management Office (CEEMO) and the Port  Management Office (PMO) with  total of 86 employees, with an aggregate total of 774 employees.

             In his committee report, Councilor Bacomo also recommended to insert in the Office of the City Accountant one (1) Reproduction Machine Operator and two Clerk III, one Utility Worker II in the Office of the City Civil Registrar (LCR) and one City Government Assistant Department Head I in the City Health Office (CHO).

            The said ordinance will take effect ten days after its approval. Among those who attended the regular session were Councilors Dr.Lilia Decolongon, acted as temporary presiding officer in behalf of Vice Mayor Samson Mirhan who was on official travel, councilors Agustin Jesmar Desuyo, Wilfredo Cervantes, Sixto 'Pal' Guanzon, Jr., William Tabanao, Marcelo Metuda, Sr., Dr. Abiezer Bacomo, Sr., Antonio Lacson III, Denia Hinolan, and Juan Musa, Jr. while ABC President Arthur Lamis and SK President Lalen Lamis were on official business./*




Cadiz Sanitary landfill now operational


The new Cadiz City Sanitary Landfill is almost ready for garbage dumping operations, Engr. Florentino Caceres, department head of the new City ENRO office had said in an interview.

Caceres assured that while waiting for the delivery of the hydraulic pump or jack pump which was already purchase ordered, the long wait for tons of garbage to be properly dumped shall already be addressed. The landfill is located some five kilometers northeast from the city proper to its site at Barangay Cabahug.

Meanwhile, the Solid Waste Management Board Advocacy Team regularly conducts information and education campaign on proper waste disposal and other health teaching habits to the city's 22 barangays./*
